Add more granularity to the block/intervention scheduler

Currently the scheduler for blocks/interventions only lets you choose to start/stop only on the hour. Could you please add more granularity so that you can pick in 5 minute intervals? This would allow scheduling blocks and intervals with much more precision. E.g. 7:15-8:50
