Re-enter only after a given time

I think it would be great that if I enter an app too often in a short period of time, that I get completely locked out for a moment. So for example if I check instagram 5 times in 5 minutes, I’d get strictly locked out for 30 minutes.

Maybe the suggestion “Daily App Budget / Daily Limit for App Opens” would achieve a similar effect in an easier to understand fashion. But wanted to post the idea anyway.
