No Intervention on Locked Apps

For some reason, on some of my apps that I have set to require biometric identification to open, open one sec the first time I open them in the same hour, but if I try and open it again, I just get this screen with no app opening:

This is specifically happening on an iPad Air with Spotify set to require Touch ID to open.
