Shortcut to open app doesn't work if intervention not needed

I followed this guide to create a shortcut for triggering the intervention directly to avoid the delay. It works generally, but if I'm within my intentional app switching window and don't need an intervention, clicking the app doesn't work anymore. I can see the shortcut is running but nothing happens.
