[Android] Daily App Budget / Daily Limit for App Opens

This feature is already planned for iOS, but One Sec suggested I request it separately for Android.

The idea is to set a limit for how many times you're allowed to open an app in total each day. So I could, for example, say I only want to be able to open Instagram twice. So when I'm met with a block screen, if I choose to open the app, I know I'm using up one of those two times.

And you can't just keep doing intervention after intervention.
